As they approached the intersection with 270 East Street, they had to drive into the middle of the road to avoid grass clippings that had been deposited along the southern portion of the eastbound lane and extending half the way into the lane of travel.

As they passed the approximately eighth-mile stretch of debris, they observed the property owner still mowing grass onto the road.

According to the report, Thomas Zeglen was on the lead motorcycle and slowed to exchange finger gestures with the property owner. As he let off of the throttle and began to slow, Cheryl Zeglen was unaware he was doing so and struck the right rear saddle bag of Thomas Zeglen's motorcycle.

Both lost control, overturned onto the road, and were thrown off their motorcycles. Neither motorcycle received disabling damage, but Cheryl Zeglen sustained major head injuries. She was transported from the scene by ambulance and was pronounced dead two days later.

Thomas Zeglen refused medical attention. It was not reported whether Zeglen was wearing a helmet or other riding gear.

That article makes it sound like a lower speed crash. The fact that she received major head injuries also points toward her not wearing a helmet.
But no, the grass clippings need to be regulated...
