Interesting. Scooters don't break laws. People do.
Since most scooters are not manufactured in Florida, a federal court will say that Panama City is interfering with the federal government's constitutional right to regulate interstate commerce. Panama City will lose this one.
We all know that scooter riders are a bunch of hooligans ::)
On a more serious note. I'm guessing that these are 50cc scooters and probably don't require a motorcycle endorsement. So you probably have a bunch on non riders renting them. I think they should just tickets those riders who break the law. I hope the city loses this one.
