Map routing advice

My odometer does not work, so I am now using a phone mount and my cell phone for mapping. It works well enough if I am putting in a destination with Google Maps or Waze, but not if I want to plan a trip with lots of turns.

What's the best way to create a map in advance planning a meandering route that you can use on the road?

I've used REVER a few times. It lets you map out roads for any type of riding. I'm also using RELIVE to track and replay my ride.
